which way to face the window blinds?

I don’t totally understand your question, so I have two answers. If you are installing the blinds, of course the pull cord and rod have to be on the inside.
Other wise I always turn my blinds so the gap allows the sun to shine in from above (I can see the sky). This will block the view from below.
