Any ideas for vertical window blinds decor?

So I’m renting an apartment that has vertical blinds on all the widows. They’re useful, but not the most pleasant things to look at. I’m trying to put some decor in my house, so I’d like some ideas. Layering overthem is fine. We’re kind of on a low budget, too.

I already HAVE vertical blinds and can’t take them down because it’s in an apartment I’m renting. I just want some suggestions as how to fancy them up.

Better to use horizontal blinds since they are a standard, easy to get and have a lot choices at the store.
