it would depend on how well your computer runs right now, if it runs fine then no but if it is a slower computer that loads alot at start-up then it may be slower at start-up

you can design themes to a certain degree but it does have its limitations, you will never have to create one though because there a thousands on the website that are able to be used

if you have multiple users it will only effect the user who installed it,
